Tommy D. Klepper

Captain Tommy D. Klepper, USN Retired, served in the U.S. Navy for 25 years. He is a native of Wayne, Oklahoma, and graduated from the University of Oklahoma with a Bachelor of Science in Education in 1976. After graduation, he coached and taught high school in Purcell, Oklahoma until 1978. While living in Purcell, he also assisted in the operation of M. Klepper Real Estate. Tommy received his commission from the Aviation Officer Candidate School program in January 1979, and was designated a Naval Flight Officer in November of that year.

Captain Klepper flew over 4000 hours in Navy aircraft. While in operational Patrol Squadrons 40 and 4 and as Commanding Officer of Patrol Squadron 46, he made deployments to the western Pacific Ocean, Indian Ocean, and Arabian Gulf regions. He served as a research and development project officer on patrol aircraft projects as well as on operational staffs of Commander Third Fleet in Hawaii and Commander Task Force 72 in Japan. Tommy held senior staff positions at the Navy Personnel Command as Director, Resources, Management, Allocations, and Statistics Division and culminated his active duty career at the Pentagon serving on the Chief of Naval Operations staff as the Branch Chief of the Strategy and Concepts Branch for the Navy.

Captain Klepper graduated from the Navy Postgraduate School in Monterey, California with a Master of Arts in Strategic Planning for National Security in 1990 and graduated from the Naval War College in Newport, Rhode Island with a Master of Arts in National security and Strategic Studies in 1996. Tommy was awarded the Legion of Merit with gold star, Meritorious Service Medal with gold star, Navy Commendation Medal with two gold stars, Navy Achievement Medal with three gold stars, and various unit citations and service awards.

After his retirement from the Navy, Tommy attended Oklahoma City University Law School. He was admitted to the Oklahoma Bar Association in 2008. Tommy is licensed to practice in Oklahoma courts. Additionally, he is licensed to practice before the United States District Court for the Western and Northern District of Oklahoma. Tommy is also accredited by the Department of Veteran Affairs (VA) to practice Veterans Benefits Law and is admitted to practice before the Court of Appeals for Veterans Claims.

Tommy has a wide range of experience, education and knowledge in both the military and civilian sector which is well-suited for dealing with matters in the areas of Veterans benefits, aviation, accident investigations, family matters, construction and government.

Captain Tommy D. Klepper, USN Retired, is married to the former Abby Gwen Warner of Purcell. They have two sons, Tommy Jr. and his wife Samantha, and Michael and his wife Barbara.
